Microsoft is not supporting all day events as they are in a classic experience calendar.  Adding insult to injury, if you create an all-day event in the classic experience then view it in the modern experience calendar the start and end times will display 7 hours earlier and the event will straddle 2 days.   Microsoft needs to correct this.
